At the kind invitation of the Ministry of Technology and Communications of the Lao People’s Democratic Republic, the joint 53rd session of the Board and 28th session of the Operations Committee of the Intersputnik International Organization of Space Communications was held on 22 May 2025 in Luang Prabang, Laos.
Xayluxa Insisiengmay, Deputy Minister of Technology and Communications of the Lao People’s Democratic Republic, was elected Chairperson of the Board until the next session and replaced Ms. Ana Julia Marine López, Deputy Minister of Communications of the Republic of Cuba. Ms. Ksenia Drozdova was re-elected as the Director General of Intersputnik for a new term.
Dr. Cosmas Luckyson Zavazava, Director of the Telecommunication Development Bureau of the International Telecommunication Union (ITU), addressed the session attendees with a welcoming speech. He highlighted the enhancing of successful cooperation between Intersputnik and ITU in terms of joint efforts to build up industry capacity building.
Important decisions taken at the joint session included the approval of the Organization’s Development Strategy until 2029 and the Intersputnik performance results for 2024. In addition, there was approved further implementation of the project to support young professionals in the Organization’s member countries.
Evgeny Buydinov, Chairperson of the Operations Committee and Deputy Director General for Communications Systems Development and Operation of the Russian Satellite Communications Company, reported on the current status and development prospects of the satellite communications industry.
In line with the Organization’s strategic objective to enhance and broaden international cooperation across various domains, the Board approved the draft Memorandum of Understanding on Cooperation between Intersputnik and the Asia-Pacific Space Cooperation Organization (APSCO). The document was signed upon the end of the joint session by Ms. Ksenia Drozdova, Director General of Intersputnik, and Dr. Jiang Hui, Secretary-General of APSCO.
The Operations Committee reviewed and approved the report on the fulfilment of the Finance Plan for 2024 and the report of the Intersputnik Auditing Commission on findings from the audit of financial and economic activity of the Organization for 2024. The governing bodies of Intersputnik also reviewed and approved the report of the Director General on the activity of the Organization. The session events were also attended by observers from APSCO and the Regional African Satellite Communications Organization (RASCOM).
